Trade
An idea how we could simulate the trade:
Each good has a basisprice.
With this price we will calculate
the "Trade-Price".
We do it with the follwoing formula:
Basisprice : offer * inquire = Trade-Price
The trade will take place each periode (what a periode is we have to check later. For example, in HOI it coulde be a month).
If the offer is bigger than the inquire or the inquire is bigger than the offer, then there are two ways:
1. The player decides who makes the deal or
2. The relations between the staates decides

We should add the taxes, if you trade with a country which gain taxes from every trade then the price increases with the tax value in percent!

I think as programmer i would say, that distance is not very important. Because this would be according to transport costs and these would be paid by the country which buys your goods. The desire influences the maximum price i think a country is willing to pay for a good. So if you compete for selling a good in france and you are germany, you will have the advantage of lower transport costs. So even if you are a little bit over their price, the transport costs will give you a price advantage cause it is much more expensive to bring the good from china to france then from germany to france. So there were regional markets for most of the products. Only very expensive good which have a high desire rating (tobacco, oriental goods ...) are purchased world wide cause there are no rivals regional. So this would reflect the system in this time more than a world wide system, which we are expiriencing today.

To: Transport Costs
Ofcourse, I think Evil is right.
If you want to include the aspect of transport costs and distance, we could use the "Kapazität-System" of Imperialismus I (only an idea).

So according to Blücher i would suggest to keep in mind, that if you get to the maximum capacity it will be much more expensive to transport goods cause of the marketprice which will be rising. But also there would be a desire of these companies dealing with trade to improve infrastructure. So this should influence private building queus. So the price will fall if the same amount of good have to bei transported a long time because of new build capacities. There should also be an option for private companies to close down capacities if not used. So this should be balanced out. Of course there is the fact, that government will build capacity but not only. Therefor it would be good to look at the United States.

The Transport costs should depends on the technology used for the Transport. Its much more Expensive to transport tea by a sailing ship than to a Ro-Ro-Ship. So nobody wants to transport 5,000t rice with small ships in the 19th cetury, but in 1950 there no Problem of transport thousands of tons by ship from China to Europe. Or to support a Capital by air for some month like the "Berliner-Luftbrücke".
